Membership

ELIGIBILITY
Membership in the Southeast Michigan Regional Energy Office is open to any community in and including Wayne, Oakland, Macomb and Washtenaw Counties. Currently there are 25 member communities including one county.

Membership is available at a Full Member and Affiliate Member levels. The rights and responsibilities of these two levels of membership are outlined below.

RIGHTS
Inclusion in fundraising. Acceptance of funding for municipal energy efficiency or renewable energy projects moves a community from Affiliate Membership into Full Membership. Full Members are granted first priority for additional funding opportunities;

Access to services. À la carte services in support of municipal energy efficiency and renewable energy are available to Affiliate Members on a fee-for-service basis and on a fully discounted basis to Full Members. Services include:

  • Grant administration;
  • Technical assistance;
  • Education and training;
  • Energy Management Planning Frameworks;
  • Residential and commercial energy efficiency and renewable energy services provided by WARM Training Center.

Communications. Working with your community to create a communications plan to inform residents and businesses about your community’s energy efficiency and renewable energy endeavors and educational opportunities;

Policy Development & Advocacy. Shared voice on advocacy of energy efficiency and renewable energy issues of regional significance; and

Intergovernmental Collaboration. Participation and information sharing in this regional intergovernmental collaborative network .

RESPONSIBILITIES

  • City Council or City/County Commission authorization to participate. Adoption of the Participation Agreement, allowing the Regional Energy Office to pursue energy related funding on behalf of your community;
  • One representative or an alternate serve to represent your community at membership meetings; and
  • Reaffirm your community’s interest in participation once a year, preferably through attending the annual meeting.

In addition to the rights and responsibilities outlined above, Full Members have voting rights within the organization.

Step by step guide to membership

Step 1: Contact the Regional Energy Office

Communities interested in joining the Southeast Michigan Regional Energy Office should contact Sam Offen at 1-866-402-1061 x709 or sam@regionalenergyoffice.org.
The director or another staff member will meet with representatives of the community to review the process of becoming a member with the Regional Energy Office and the rights and responsibilities of membership. He or she may also discuss potential grant opportunities if the community is considering applying for a qualified grant through the Regional Energy Office.

Step 2: City Council or City/County Commission support of participation

The community’s City Council or City/County Commission must indicate it’s intent to participate by adopting a resolution in support of joining the Southeast Michigan Regional Energy Office and authorizing signature on the Regional Energy Office’s Participation Agreement. Signature on the Participation Agreement allows the Regional Energy Office to pursue funding on behalf of our communities.

Step 3: Participate with local elected officials and municpal staff from across the region

Once a community adopts a resolution in support of participation and signs the Participation Agreement, it is eligible to participate in Regional Energy Office membership meetings. Each community should select a representative and an alternate to serve in Regional Energy Office membership meetings.
